GIS Best Practices Report
1/15/2026
During the 2024 Inaugural Convening, one of the potential solutions identified by industry stakeholders was the development and documentation of geographic information system (GIS) best practices. This report, developed through interviews with utility GIS managers and users, along with in-person, utility site visits, is a guide on distribution system GIS investments for electrification and best practices for GIS implementation based on lessons learned across the industry.
2025 Annual Convening Report

The second Annual CHARGED Convening, held in August 2025 in Chicago, IL, brought together stakeholders from across the industry to build relationships, leverage previous CHARGED efforts, and develop innovative solutions that can be implemented across a diversity of states and utilities. This report details the pre-read materials shared with participants and summary results from Convening discussions across six, cross-disciplinary topics: locational demand-side management, data platforms and data access, medium and heavy-duty fleet electrification, holistic approaches to grid asset utilization, program harmonization and streamlining, and risk management tools for proactive investment.

During the 2024 Inaugural Convening, one of the potential solutions identified as prime for further discussions was the development of a proactive investment framework. This report is the product of these discussions and the collaborative, multi-stakeholder working group effort to outline what proactive investments are, what these investments aim to address, what risks they present, and how processes to support proactive investment can be developed and implemented.

This blog post—coauthored by CHARGED Steering Committee members Priya Sreedharan and Alex Walmsley with James Van Nostrand, former Chair of the Massachusetts Department of Public Utilities—deep dives further into the incentive structures in the GB flexibility approach.
